BURLEY PUBLIC LIBRARY
COMPUTER AND INTERNET USER POLICY AND AGREEMENT
Public access to the Internet and online services have become an integral part of
the Burley Public Library’s programs and services. The intent of this policy is to meet
the provisions of Idaho Code § 33-2741, as well as to provide guidelines for patrons and
staff regarding Internet access and online computer use.
Developed under the direction of the Library Board of the Burley Public Library,
this Computer and Internet User Policy and Agreement (“Internet Access Policy”) was
discussed and adopted during an open meeting of the Library Board on September 25,
2012, and is effective as of October 1, 2012. This policy shall be reviewed by the Burley
Public Library Board at least every three years.
The Burley Public Library’s Internet Access Policy complies with Idaho Code
§ 33-2741 PUBLIC LIBRARY – INTERNET USE POLICY REQUIRED.
General Internet Access:
The Burley Public Library uses Internet filtering software on all publicly
accessible computers with Internet access. The software protects against access to
visual depictions that are obscene or child pornography, as defined in Idaho Code § 33-
2741, and is enforced to provide Internet safety during any use of a computer.
An authorized library representative, with the permission of the Library
Director, may disable the filtering software at the request of a patron to enable Internet
access for lawful purposes.
In addition, as allowed by Idaho Code § 33-2741(2), Library policy limits Library
Computer and Internet access as follows:
1. Patrons without a current library card shall be limited to use of a designated
computer for one twenty-minute session each day; patrons with a current
library card shall be limited to one sixty-minute session each day. Wireless
users are not subject to the time limitations.

3. Patrons shall not use a Library computer to participate in chat rooms.
4. Email use shall be limited to accessing the patron’s own email account.
5. Users may not create files or folders, other than temporary internet files, on
the Library’s computer server or data memory system or otherwise attempt to
access or modify existing computer files.
6. Users shall not download any music, movies, or other copyrighted material.
7. Users shall not install any program on Library computers or use Library
computers to copy programs.
8. All use of the Library’s computer must comply with state and federal laws
9. Prior to using a Library computer, the user must provide their name, address,
and, if applicable, library card number. Users without a library card shall
obtain a “guest pass” from a librarian prior to using a Library computer.
Internet Access by Minors:
In addition to the Burley Public Library’s general Internet access policies, when a
computer is used by a minor, the Library enforces Internet filtering software that
protects against access to visual depictions that are obscene, child pornography, or that
are harmful to minors, as defined in Idaho Code § 33-2741.
A notice of the availability of this Policy is posted in a conspicuous place within
The Library Board has established procedures and guidelines to handle
complaints about this policy and to assist library staff in enforcing this policy. A notice
of the availability of those procedures will be posted for public review, and will be
made readily available to all staff members. Library staff will adhere to those
procedures and guidelines in order to enforce the requirements of Idaho Code § 33-
Violation of this policy will result in suspension of the User’s computer
privileges and may also result in revocation of Library usage privileges.
